GCU appoints nobody without chancellor’s approval: ASA
Lahore:November 12:Academic Staff Association of Government College University Lahore has said that universities do not run on vacant offices. Despite the severe crisis, GCU has made no regular appointment on any of its key position without the approval of the chancellor.

“Only look-after charge is given to senior most faculty members of the long-vacant offices of deans without prejudice till the regular appointment for which summary has already been forwarded to the competent authority last month,” said ASA General Secretary Dr Nouman Aftab while talking to media after a meeting of the ASA Executive Committee on Wednesday.

Explaining the additional charge of the post of registrar to senior most additional registrar, ASA General Secretary said the previous incumbent was as an Assistant Professor, TTS on probation and was ineligible for the appointment as Registrar as per TTS statutes and Higher Education Commission had in writing objected to the appointment. Section 1.1(d) Clarification A of TTS statutes prohibits the faculty member on Tenure Track to assume the responsibility in an administrative capacity except as vice-chancellor.

The GCU ASA believes that it will be illegal to retain an ineligible person for the office of Registrar after a clear objection by HEC.

ASA General Secretary said Vice-Chancellor Prof Dr Hassan Amir Shah was inherited a ‘dean-less GCU’ with ad hoc registrar, ad hoc treasurer and ad hoc controller of examinations while most of the academic departments were also headed by ad hoc incharges. “But the VC has very effectively gave a vision and direction to the university and its faculty in a very short time span of just two months and the ASA is feeling very much positive about it,” he added.

The vice-chancellor was against the long practised ad hoc but he gave first priority to the academic and research positions and forwarded a summary for the regular appointment of Dean Faculty of Science and Technology, Dean Faculty of Social Sciences and Dean Faculty of Arts and Languages last month to the competent authority for approval. Furthermore, the ASA said that summaries to assign the charge of posts of registrar and controller examinations to senior most concerned officials was also lying with the competent authority for approval on an early date, while the process for permanent appointment on the said two posts had already been initiated.

The Academic Staff Association through a resolution requested the honorable Punjab governor and higher education department to further speed up the process of approvals of requests made by the university. The General Secretary lauded that the government previously on the request of GCU ASA and Old Ravians had expedited the meritorious process of appointments of vice-chancellors.The news.
