KARACHI:17 August: Contrary to the apex court verdict, Sindh's College Education Department couldn't ensure to sent back junior officers to their original departments which is a clear volition of the apex court's verdict, Daily Times has learnt.

After the apex court's decision in 2013, thousands of employees who were deputed from other departments had been returned to their respective departments. However, some of the blue eyed officers and officials kept on holding same key positions in the college education department because of the lack of quality human resource and inefficient mechanisms.

In this connection, some documents provided by CDE's reliable source, have revealed that the CED's Deputy Secretary Academic Iqbal Ahmed Jumani was deputized in the department in 2014 even after the issuance of the apex court verdict about deputation. The Sindh's Services and General Administration Department (SNGD) has also notified the concerned authorities to send him back to his parent department in teaching cadre.

On the SNDG's recommendations, officials of CED are unable to follow their instructions because some the officers are associated with political parties. "Jumani was also removed from the service of Sindh's Excise and Taxation Department on corruption charges in 2012", source has claimed , adding that officers of that category are much harmful to the education sector but since he has some good relations within top bureaucracy so no one asks him why he has occupied such a high ranked post in the department despite he is an inferior assistant professor.

On the other hand, the seniority list of assistant professors which has recently issued by the department shows that there are twelve hundred and three other assistant professors also are senior than him. "It's the worst example of favoritism and as well a question mark on the merit system but unfortunately the authorities are not interested to justify this type of injustice in the department", an officer of the department criticized his seniors; Jumani was also a Personal Assistant to Additional Secretary Education Anwar Ahmedzai.

He further said that the officers and officials, who are working on the basis of deputation in government departments, are often found creating hurdles during daily work due to their influence with top bureaucrats and political parties.

"I am not on deputation in the department because Sindh government has already sent back all those officers who were serving on deputation after the Supreme Court orders", Jumani denied, each department of the provincial government has two posts of technical side from which one is for additional secretary post and another one for deputy secretary.

"I'm well-experienced for academia, therefore, SNGD has posted me because without SNGD's orders no one can hold a public office" he explained.

It is pertinent to mention here that the appointments on deputation are not only affecting the work of CED but also are createing obstacles in the promotion of deserving senior officers. Apart from this, a number of retired bureaucrats have been posted on regular as well as on contractual basis in the various sectors of education.
