GIT recommended sending Swabi University VC on forced leave
PESHAWAR:17 March: Contrary to the PTI government’s claim of good governance, the Governor Inspection Team (GIT) has recommended sending Swabi University Vice Chancellor Dr Imtiaz Ali Khan on forced leave after declaring him responsible for irregularities in the university so that he could not influence a departmental inquiry.

In a report submitted to the Khyber Pakhtunkhwa governor, the GIT has also recommended dismissal of teachers illegally appointed to administrative posts and placing ban on contractual appointments up to Grade 16 in view of the forthcoming general elections. The GIT recommended formation of a committee to probe issuance of fake degrees and transferring all students to the Abdul Wali Khan University after ending new departments which have been set up illegally. The GIT has declared that change in educational qualification and experience criteria is based on ill-intention. Ignoring the SOP, the vice chancellor appointed his brother-in-law Shafiq Khan as assistant controller, Examinations.

According to the report submitted by GIT head and Grade 21 Police Group Officer Syed Imtiaz Altaf, six fake degrees have been issued by the Swabi University during the tenure of the present VC and the VC preceding him. Those who got fake degrees include a top PTI leader’s cousin and his wife. The report has declared appointments of teachers to the posts of registrar, assistant registrar, controller examinations, auditor and treasurer a violation of Section 13 and 17 of the University Act 2002.

It has been recommended that additional powers of treasurer should be taken back from Assistant Professor Management Sciences Naveed Anjum and an officer from the Treasurer Cadre be appointed to the post. An officer from the Registrar Cadre be appointed to the post of registrar. Assistant Professor Abid has been appointed as controller examinations illegally. So he should be sent back to his department. Shafiq Khan got appointed Nadeem Khan, brother of his personal assistant, as assistant professor.

According to the report, out of 33 departments, 31 departments’ heads are assistant professors. The VC opened 11 new departments illegally for which tobacco godowns were taken on heavy rent. It was for this very reason that donor institutions stopped Rs 229,878,000 aid to the university. All departments of the university are being run on an ad-hocism. Several posts of professors, associate professors, assistant professors, lecturers, registrar and treasurer are lying vacant for a long time.

According to some circles, new departments were opened on political basis, so an inquiry should be held against the VC. The GIT has pointed to security threats to the students studying in the tobacco godowns and recommended adjusting them in the university’s new campus which is under construction. The Swabi DPO has already pointed to the security threat to the students. The GIT has pointed out that the same sort of irregularities had also come to the fore in the Abdul Wali Khan University, Mardan. The GIT has recommended removing amendments to the university statute and declaring advertisements under this statute void. The GIT has pointed out that changes in the qualification criteria for key posts have been made under the amended statute. The GIT recommended barring the VC from formation of a new selection board.

According to the report, the university syndicate had not approved 31 proposals including the 2017-18 budget proposal by the university administration. The syndicate had asked for separate submission of the budget proposal that was not done. The VC, distorting facts, presented the budget proposal to benefit himself and his aides. The expenditures presented in the 18th meeting of the syndicate proved illegal on which the GIT recommended action against the VC under the University Act. It was also recommended that the VC should be sent on forced leave so that he could not influence the inquiry against him.

The GIT has recommended ensuring appointments to key posts within three months or devising a mechanism by the Higher Education Department to send officers from Treasury, Administration and Accounts Departments to the university on deputation.The news.
