PESHAWAR:21March:The second paper leak in the Board of Intermediate and Secondary Education (BISE) Kohat during the ongoing Secondary School Certificate (SSC) examinations prompted the provincial government to form a probe committee to look into the matter.

After the leakage of the first paper of Islamiat for class 9th, the English Paper B got leaked the other day, exposing the flaws in the examination system. Severe irregularities, use of unfair means and mishaps in other educational boards have also been reported during the ongoing examinations. The most serious one was the physical scuffle among some senior officers of the Board of Intermediate and Secondary Education Bannu. Currently, four out of eight BISEs are functioning without regular chairmen and it shows education is no more a priority for the government.

According to reliable sources, the irregularities and mismanagement were being committed by design to show that appointment of officers from teaching cadre as heads of boards was a failed idea and they should be replaced with officers from the provincial bureaucracy. The process was started with the repatriation of the chairmen of four educational boards to their parent departments just a month before the most important examination and even a replacement for them was not arranged.

Also, some ill-reputed officers in the Board of Intermediate and Secondary Education were made in charge of assigning halls and appointment of invigilation and inspection staff.

The sources said that serious irregularities were made in the allocation of examination halls and assigning exam duty paving way for cheating. “I think cheating is the root cause of many problems in the society. It enables incompetent students to take the lead of competent ones during the exams. These incompetent people later manage to get important positions in the government and administration,” a senior academician told The News.

The government as well as the authorities concerned should ensure curbing the menace of cheating. But recent practices on part of the authorities concerned show that instead of improvement, the situation has worsened. The private schools have been busy using fair and unfair means to get favourable results. Some students from a leading chain of private schools told this reporter that they had got some questions out of course in the paper of Islamiat for class 10th. When they protested the officials of their school asked them to keep quiet and their own teachers helped them solve the paper. Board of Intermediate and Secondary Education Peshawar acting Chairman Bashir Khan was, however, said he was satisfied with the smooth holding of the examination.

He said that everything was going on perfectly well and no major mishap or irregularity had been reported so far. “Whenever we receive a complaint, we take action forthwith,” he said. He added that the Board of Intermediate and Secondary Education Peshawar had adopted protocols for curbing cheating. He said that they have a proper mechanism for checking irregularities at every point. “We have a proper mechanism for question paper issuance and distribution and the collection of the answer sheets and submitting them in the board,” he said.
