GENERAL RULES FOR MIGRATION Rawalpindi Medical College, Rawalpindi
1.Migration will only be allowed between Government Medical Colleges.

2. No application for migration shall be forwarded to government by the Principal unless one of the conditions laid down is fulfilled.

3. Students are not allowed to address the higher authorities directly requesting for migration. In all cases the application for migration shall be submitted on the prescribed form to the Principal of the college from where he intends to migrate. The applications for migration shall be submitted by the student himself and not by the parent or other relative of the student.

4. While forwarding the application of a student for migration, the Principal of the college shall give his recommendations and comments on the application about the work, conduct and record of the student, as well as particulars regarding the date of admission to the college. He shall also satisfy himself that the reasons given by the applicant are correct.

5. The Government on receipt of migration application shall make an inquiry from Principal of the college to which migration is requested. If he agrees, the Government may pass necessary order for migration (if permissible under the rules). If the migration is allowed, the Principal of the college from where migration is requested shall relieve the student after ensuring that all formalities including those concerning the university are fulfilled.

A. MIGRATION WITHIN THE PROVINCE (Intra-provincial)
1). Mutual migration of students admitted on open merit

Migration from one medical college to another shall be allowed only on mutual exchange basis after the students have passed the First Professional MBBS examination subject to No Objection Certificate from the concerned Principals.

2). Unilateral migration of students admitted on open merit.

Migration shall be allowed on compassionate grounds if a student has cleared the First Professional examination, and the concerned Principals have issued No Objection Certificate. The principal would, however, ensure that migration does not result in any increase in the total number of sanctioned seats.

3). Clauses 1 & 2 will also apply to the students already admitted against medical teachers / doctor's children seats as well as local finance seats.

4) Migration of students admitted against reserved seats.

Students admitted against reserved seats of various categories, will be allowed mutual migration in their own category after passing the First Professional MBBS examination.
5) Forced migration:

The concerned Medical College, may, for reasons to be recorded, recommend forced migration of a student on disciplinary / administrative grounds to the Government.

B. MIGRATION FROM /TO OTHER PROVINCES (Inter- provincial)
1) Mutual migration of students admitted on open merit.

Migration from one medical college to another shall be allowed only on mutual exchange basis after the students have passed the First Professional MBBS examination subject to No Objection Certificate from the concerned Principals/Governments.

2) Unilateral migration of students admitted on open merit.

Students admitted on open merit shall be allowed unilateral migration to other provinces on compassionate grounds, if a student has cleared the First Professional MBBS examination and the concerned Principal/Government has issued No Objection Certificate.

3) Migration of students admitted against Reserved Seats

Students admitted against reserved seats seeking unilateral migration to other provinces shall be allowed to migrate, if the Government of other Provinces have issued the No Objection Certificate. In case of students admitted on self finance/ paying seat, they shall have to deposit the amount for the remaining two years before their migration to other Provinces.

C. INTERNATIONAL MIGRATION
Children of government servants of Punjab domicile stationed abroad on official duties, on their transfer back may be allowed migration according to their merit provided that:

It is approved by the Government of Punjab.

The University of the Punjab has determined the eligibility of the student concerned for admission to a particular MBBS Class after determining the equivalence of the course of the college from where a student is to migrate.
