Islamabad SC stops fresh appointment of lecturers in model colleges

ISLAMABAD: A three-member bench of the Supreme Court (SC) on Tuesday directed Ministry of Education not to make fresh appointment of lecturers in federal government (FG) model colleges.

The SC bench comprising Justice Sardar Muhammad Raza Khan, Justice Raja Fayyaz Ahmed and Justice Khilji Arif Hussain was hearing an appeal filed by 117 ad hoc and daily-wage lecturers serving in various colleges of the federal capital against an advertisement of the ministry for fresh recruitment of lecturers.

The court observed that hundreds of teachers were serving in various colleges of the federal capital on ad hoc or daily-wages for years and instead of regularising their services, the ministry was bent upon making fresh appointments, which was discriminatory.

The court directed the Education Ministry and Attorney General of Pakistan (AGP) to submit a detailed reply within 15 days that why daily-wages lecturers were not regularised on the orders of high court.

Earlier on June 20, the Islamabad High Court (IHC) had issued a stay order against fresh recruitments in Islamabad model colleges by Ministry of Education and Federal Public Service Commission (FPSC).

The representatives of daily-wage teachers had filed a petition against non-regularization of their services by the ministry despite the fact that they were working for many years. The court had ordered the Education Secretary, Director General Federal Directorate of Education and FPSC not to recruit any fresh lecturer against the advertised posts until further orders.

The counsel for the petitioners had presented three advertisements published in leading newspapers for the posts of lecturers and junior lady teachers for Islamabad model colleges.

Earlier in April 2008, the court had directed the ministry to consider the regularisation of teachers working on daily wage basis and the ministry had assured the court that those teachers would be appointed whenever recruitment process started.

The petitioners had stated that the advertisement of 250 posts for the recruitment of lecturers in Islamabad model colleges and announcement of date for interviews by the FPSC on June 29 was in violation of the court orders. After the abolition of IHC, they moved the SC.DAily Times
