نکولائی چاؤ شسکو ایک انقلابی لیڈر تھا، 1965میں یہ رومانیہ کی کمیونسٹ پارٹی کا سیکریٹری جنرل بنا اور بعد ازاں وزیراعظم، چوبیس برس تک یہ شخص رومانیہ کا بلا شرکت غیرے مالک رہا۔
 اِس دوران چاؤ شسکو نے ایک دلیرانہ اور آزاد خارجہ پالیسی اپنائی اور سوویت یونین کی رومانیہ پر بالادستی کو ناقابل قبول قرار دیا، یہی نہیں بلکہ وارسا معاہدے سے عملاً علیحدگی اختیار کر لی اور وارسا اتحادی فوجوں کی چیکو سلواکیہ پر حملے اور سوویت یونین کے افغانستان پر حملے کی مذمت کی۔
